JKSSB District Wise Exam Centre For Panchayat Secretary Examination:- Conduct of OMR Based Written Examination for the post of Panchayat Secretary.
Circular No. 05-GAD of 2016 dated 28.01.2016 of General Administration Department. Sir, Kindly refer to the subject and reference cited above. In this connection, it is informed that the Jammu and Kashmir Services Selection Board (JKSSB) is conducting OMR (Optical Mark Recognition) Based Written Examinations for the posts of Panchayat Secretary on 10.12.2023, in one session/shift (from 12.00 Noon to 02.00 PM) at various districts of Jammu and Kashmir Division.

The Divisional and District Administration have always played a pivotal role in the conduct of examinations organized by the Jammu and Kashmir Services Selection Board. A number of activities are to be undertaken at District level for ensuring transparency and fairness in the examinations. The General Administration Department has already notified detailed set of guidelines to be followed by the Divisional/District administration, vide Circular No. 05-GAD of 2016, dated 28-01-2016 (Copy Enclosed) for the smooth conduct of examinations for the Board.
In this context, I am directed to request your goodself to kindly extend all possible cooperation and support to the Jammu and Kashmir Services Selection Board in smooth, transparent and hassle-free conduct of above said examination in terms of the above instructions of General Administration Department. The list of District wise Exam Venue(s) identified by the Districts and candidates scheduled to appear in the written examinations at Jammu and Kashmir Divisions is enclosed as Annexure “A” (Jammu Division) and Annexure “B”( Kashmir Division) respectively.
Further, It is requested that:
- 1. Orders for deployment of Observers, Magistrates, Centre Superintendents, Invigilators and order for imposition of section 144, in and around the examination centre(s) may kindly be issued. Invigilators are to be deployed in the ratio of 1:24 i.e. 01 Invigilator per 24 candidates. In addition, deployment of adequate number of Police Personnel Male & Female for frisking of candidates may be put in place for the smooth conduct of the examinations.
- 2. Adequate arrangement may kindly be ensured, for videography of the critical events like opening of Question Booklets, OMR Answer Sheets at the start of the examination and packing back of the Used OMR Answer Sheets and other exam material on the scheduled dates, the expenditure of which shall be borne by J&K Services Selection Board, against Proper bills. Besides, video shooting shall also be taken at regular intervals during examination hours. The video clips so recorded be saved in appropriate format for record and reference and handed over to J&K Services selection Board after the conclusion of the examinations.
- 3. Necessary arrangement may be put in place for safe and speedy transport of material from Central Strong Room(s) of J&K Services Selection Board to the District Strong Room(s) and back, under Magisterial cover and proper security. The cost of hiring of the vehicle(s) shall be borne by the JKSSB as per Govt. approved rates notified by the competent authority.
- 4. Necessary arrangements may be put in place for hiring of vehicles through concerned ARTOS as per minimum requirement for safe and speedy transportation of examination material, from and to, the designated District Central Strong Room(s) for examinations scheduled on 10.12.2023. The cost of hiring of the vehicle(s) shall be borne by the JKSSB as per Govt. approved rates notified by the competent authority.
- 5. The rate of remuneration to the Centre Superintendent, Invigilators, Clerks and MTS etc as appointed, shall be made as per the approved rates of the Board.
- 6. Seating plan/arrangement in the examination centre shall be prepared by the Centre Superintendent. Miscellaneous items like Paper, Cloth, Envelopes, sealing wax etc. shall be arranged by the Centre Superintendent and shall be paid at the rate of Rs.1000/- per centre.
- 7. Arrangement of drinking water, electricity and heating etc. be made at the Exam centre venue on the scheduled date and time of examination.
