Parvaaz Scheme Registration 2023 IAS/JKAS Competitive Exam Free Coaching
Jammu Kashmir Government recently announced Parvaaz Scheme 2023 under the mission youth J&K. This is basically a free coaching scheme for the competitive exams that are held in Jammu and Kashmir. These competitive exams are Like IAS and JKAS. For free coaching, Jammu Kashmir students can avail the benefit of this scheme.
So mission youth Jammu and Kashmir invite online applications for all the eligible candidates who want to appear in the Parvaaz Scheme qualifying test. This is basically a pre-qualifying test, in which students can give an exam to avail themselves of the benefit of the scheme.
Parvaaz Scheme
Jammu and Kashmir Government started a mission for youth in which they can especially focus on youth empowerment and their education. Parvaaz Scheme 2023 is one of the initiatives in which students can benefit from free coaching for their competitive exams. Parvaaz Scheme registration started on the 17th of June 2023.
The last date to apply online is the 8th of July 2023 till 5 p.m. Under this scheme there is a total of 1500 students selected for the Jammu and Kashmir free coaching scheme. If you belong to J and K state then this is a very good opportunity for you to get free coaching for competitive exams like IAS and JKAS.

Number of seats
There is a scheme for a total of 1500 students.
The actual number may decrease or increase.
Selection Criteria
Selection shall only be based on merit in the Entrance Exam (PARVAAZ Qualifying Test PQT) to be conducted for the purpose. A separate notification shall be issued regarding the date and conduct of PQT. The details can be checked under Point (5) of this notification. The PQT shall be followed by Document Verification (DV) and the final selection list shall be issued after the Document Verification.
Eligibility
Age Limit (as on 01.01.2023). The applicable age limit shall be the age limit of the competitive exam as on 01.01.2023. In case of students belonging to a reserved category, the relaxed age limit shall be applicable subject to the submission/ uploading of the required category certificate issued by the Competent Authority. The student should have at least one remaining attempt to appear in the competitive exam and shall submit an undertaking in this regard during the online application.
Qualification Criteria
The applicable qualification criteria shall be the qualification criteria of the Civil Services Examination (IAS/KAS) for which free coaching is being offered under the scheme.
The candidates shall be required to upload scanned copy (of the original) of the relevant certificate such as Mark sheet(s), Provisional Certificate(s), Transcript of Marks, Result Cards etc. for completion of the prescribed degree i.e. graduation as proof of having acquired the prescribed educational qualification on or before last date of application submission, failing which the candidature of such candidates shall be cancelled. The candidates who are able to prove, by documentary evidence, that the result of the qualifying examination was declared on or before the last date of submission of application form and that he/ she has been declared passed, will also be considered to meet the educational qualification.
In case of candidates claiming possession of equivalent educational qualification (where it is applicable/required), it shall be mandatory to produce a relevant Equivalence Certificate from the concerned competent authorities at the time of Document Verification. However, the final decision regarding selection of such candidates will be taken by the CEO Mission Youth, considering relevant rules which shall be binding.
Family Income
Only the candidates having total family income from all sources not exceeding ₹8.00 lakh per annum shall be eligible for free coaching under the scheme.
The candidate must possess an online issued digitally signed Annual Family Income Certificate (original copy to be uploaded) issued by the Competent Authority (Tehsildar) in the format prescribed for the purpose.
The income certificate must have been issued on or after 01.01.2023. The PQT qualified candidates shall be required to upload the income certificate after thedeclaration of result of the PQT. Only those candidates who submit the income certificate within the stipulated time shall be considered for admission under the coaching program. No alternate document shall be accepted in place of Income Certificate and submission/uploading of any such document shall lead to rejection of application.
In view of several representations last year for relaxation with respect to Income Certificate, Candidates are advised to apply for the same at the earliest and adequate time is being given for the same under this notification.
Domicile
The candidate should be a Domicile of the Union Territory of Jammu & Kashmir for consideration under the scheme and must possess Domicile Certificate issued by the Competent Authority in the format prescribed for the purpose. He/she shall upload the same at the time of online application submission
Important Terms and Conditions
Additional Weightage of 10% in PQT shall be given to candidates who have cleared Prelims of the either competitive exam IAS or JKAS in the last two preliminary exams conducted. The additional weightage shall be added subject to the uploading of Mains Admit Card/ Result sheet to support that the candidate had cleared the Prelims. The additional weightage shall be added as under:
(1) Marks Scored in PQT – A
(2) Final Marks after production of the document that the student has cleared Prelims (B= A + 0.1*A)
The final selection list shall be based on the final merit score arrived at after successful document verification (B above).
The candidate shall be eligible to avail free coaching only once. Students who have already availed free coaching under PARVAAZ or any Government scheme are not eligible under the present scheme. In service government employees are also not eligible for the scheme. Each student shall submit a duly sworn-in affidavit at the time of admission declaring that they have not availed of any similar benefit under PARVAAZ or any other Govt. funded program nor they are employed by the Government.
30% of the total number of seats notified for the free coaching program shall be reserved for female candidates. In case sufficient number of eligible female candidates is not available, the remaining/ unfilled slots shall be filled by male candidates.
Candidates are advised to visit the mission youth website regularly for updates.Mission Youth shall not be responsible for any candidate missing any deadline/ update regarding the selection process of the coaching programs.
Candidates who are selected for Coaching under the Scheme shall have to maintain the necessary minimum attendance during the program mandatorily. In the event of any student remaining absent for more than 15 days without any valid reason or leave the coaching midway, the entire expenditure incurred on the candidate shall be recovered from the concerned. The validity of reason shall be decided by CEO, Mission Youth and the decision so taken shall be final in this regard.
The coaching program shall be as per the scheme guidelines of PARVAAZ scheme.
Coaching Programs
The current advertisement shall be for selection to Coaching Program for Competitive Exams (IAS/JKAS) conducted by UPSC and JKPSC. The course shall be of 12 months duration.
PARVAAZ QUALIFYING TEST (PQT)
PQT as stated under Point (1) above shall be conducted to ascertain the merit of candidates. The exam shall be a Multiple Choice Questions (MCQ) based qualifying test with a focus on testing the General Knowledge and Aptitude of the candidate. PQT shall be preferable conducted in all the 20 districts of Jammu and Kashmir or at locations decided by Mission Youth.
The question paper shall be designed in a manner to test the General Awareness, qualitative/quantitative aptitude and reasoning skills of the candidates. The topics to be covered under General Awareness shall include but not restricted to History, Geography, Polity, Economy, Social Sciences, Science & Tech, Sports, Environment/Ecology, International Affairs and Current Affairs aimed at testing the general awareness of the candidates. The examination shall be on similar pattern as the previous year PQT.
The date of PARVAAZ Qualifying Test (PQT) shall be separately notified with all the relevant details like Minimum Cut-off marks etc.
The candidates are advised to start preparing in advance for the examination in advance. No additional time shall be given under any circumstance.
How to Apply
The application process shall be as under:
For applying under PARVAAZ scheme, the candidate must submit the online application along with the requisite documents on the website of Mission Youth (https://missionyouth.jk.gov.in/ ).
The registered candidates shall click on Apply for PARVAAZ Scheme (IAS/JKAS) banner on the portal.
The candidate shall fill up the PARVAAZ application form, upload all the documents and recent passport size clear photograph.
Candidate shall have to verify the email id submitted for the purpose of submission of application through an OTP sent on that email id before submission of application.
The candidate shall fill up the rest of the application form, upload all the documents and; recent & clear passport size photograph and signature.
In the event of submission of incomplete or wrong information by the candidate including blurred/ distorted/ blank photograph, the application form of the candidates shall be rejected and the candidate shall not be allowed to appear in the PQT.
Candidates are advised to fill all the details in the form very carefully in order to avoid mistakes/ errors. Post submission of form, no correction/editing of the submitted application form shall be allowed.
Admission to the Examination
Mission Youth will not undertake detailed scrutiny of applications for the eligibility and other aspects at the time of PQT and, therefore, the candidature will be accepted only provisionally. The candidates are advised to go through the requirements of educational qualification, age etc of the Competitive Examinations for which free coaching is to be provided and satisfy themselves that they are eligible for the Coaching. At the time of verification of documents, if any claim made in the application is found to be unsubstantiated or incorrect, the candidature of the candidate will be canceled. Legal Proceedings under the law can be initiated in case of fraud or misrepresentation, or any other action as may be deemed appropriate by the CEO, Mission Youth.
The PQT notification will be uploaded on the official website of Mission Youth (https://missionyouth.jk.gov.in) along with print media. Therefore, candidates are advised to visit the official website/portal of Mission Youth regularly for updates and information about the examination.
Saving Clause
In case of any clarification required/ difficulty faced, necessary clarification shall be issued by Office of CEO, Mission Youth, J&K after approval from competent authority. In case of any dispute, the decision of the CEO, Mission Youth, J&K shall be final and binding in the matter.
